PACCT is an online application (https://pacct-adhsgis.hub.arcgis.com) for Arizona post-acute care facilities to input their public health surveillance and bed availability data as required by Executive Order 2020-37, Enhanced Surveillance Advisory. These facilities are required to report information specified in the Enhanced Surveillance Advisory to ADHS every twenty-four hours. All persons required to report pursuant to an Enhanced Surveillance Advisory must cooperate with ADHS and local health authorities in effecting the Enhanced Surveillance Advisory. Failing to to report this information is an act of unprofessional conduct.

This required reporting allows ADHS and other public health and emergency preparedness entities to maintain awareness of post-acute facility capacity for COVID-19 patients. This reporting also allows acute care hospitals the ability to easily see bed availability and place discharged patients with COVID-19 accordingly. PACCT has two user types and depending on the user's assignment, a user will have access to different areas of the application. Post-Acute Care Providers will input information via a survey application (Survey Users); whereas Acute Care Hospitals, emergency preparedness and county public health users will have access to view selected information provided in the surveys via a data dashboard (Dashboard Users). Those users with access to view the data dashboard will have no editing capabilities.

It is a component of the Arizona Department of Health Services (ADHS) Information Technology Services, which may be accessed and used only for official business by authorized personnel.
